Does revenue prove that a company is doing business for L-1A?

THE DIRECT ANSWER

Revenue can help, but the analysis concerns the actual regular provision of goods or services. A balance sheet, registration or isolated payment may not explain the business activity or support the claimed management role.

Describe what the company delivers and select records that demonstrate it over time. There is no universal revenue threshold that resolves the doing-business requirement. Even substantial transactions do not prove primarily managerial duties if the beneficiary performs the delivery personally.

For a new office, use the applicable initial planning framework rather than presenting projected revenue as completed activity. Ask what the record will look like a year from now, not only today. Hypothetical example: a tooling supplier wins one substantial contract and treats it as evidence of regular activity, and the following year the contract ends without replacement, leaving a file that describes a single transaction.

Regular provision of goods or services is a pattern over time, and a pattern needs more than one point. Describe what the company delivers and select records demonstrating it across a period. There is no universal revenue threshold that resolves the requirement, and substantial transactions do not establish primarily managerial duties where the beneficiary performs the delivery personally.
