Does regional-centre designation mean the investment is approved?

THE DIRECT ANSWER

No. Designation is not a government endorsement of an offering’s financial quality or a promise that an individual investor will obtain residence. The centre, project application and investor petition have distinct roles.

Verify the exact claim being made

Ask which entity was designated, which project filing is involved and what evidence supports any stated approval. Have counsel examine its relevance to the proposed investment and your petition. Separately review the financial terms with an independent professional.

Your lawful-source evidence, personal eligibility and later requirements are not waived because the marketing materials display an approval notice. Designation of a regional centre and approval of an individual investment are different things, and conflating them is the most common misunderstanding in this area. Verify the exact claim being made.

Designation concerns the centre itself. A project may have its own filings with their own status. The investor files their own petition, which is adjudicated on their own facts including the lawful source of their capital.

None of these establishes the others, and a statement that something is approved should always prompt the question of what specifically, by whom, and at what stage. Ask for the underlying documents rather than a summary. Remember too that the capital must be at risk, that a job-creation requirement applies, and that residence obtained is generally conditional with conditions removed only on a later petition.
