PICKERING · L-1A FIELD GUIDE

How detailed should an L-1A managerial duty description be?

THE DIRECT ANSWER

It should explain actual responsibilities, authority and how work is carried out through the organization. Repeating words such as manage, direct or oversee does not establish that the duties are primarily managerial or executive.

Describe action and context

Identify the decision, the activity affected and the people who implement it. Include routine work so the overall role is accurate. Time allocations can help when grounded in facts, but artificial percentages are not a substitute for evidence.

Counsel should review the description alongside staffing and operating records, because the same phrase can mean very different work in different organizations. Apply a simple test before the description is finalised: for each responsibility claimed, can you name the decision, the activity it affected and the person who carried it out. Where all three exist, the description rests on something.

Where any is missing, that is the point to stop and obtain advice rather than to add another verb. Include routine work so the overall role is accurate, since a description containing no operational duty invites the question of who performs them. Time allocations help when grounded in observed facts, and artificial percentages substitute for nothing.

Have counsel review the description against the staffing and operating records before it is relied on.
