Is equipment value the same as the startup budget?

THE DIRECT ANSWER

No. The operating budget may also need delivery, installation, premises, inputs and staffing. The value properly claimed as investment requires evidence and should not be confused with every future expense of using the equipment.

Separate asset contribution from cash needs

Identify what has already been paid or committed and which costs remain projected. Leased equipment should not simply be recorded at the market value of ownership. Add current government application charges, professional preparation and family travel outside the commercial schedule.

A capital-intensive operation has its own substantiality analysis; no fixed equipment value guarantees eligibility. Draw up the two budgets in sequence and keep them on separate pages. The first is the capital position: what the investor has already paid or irrevocably committed, itemised and evidenced.

The second is the operating requirement: delivery, installation, premises, utilities, inputs, staffing and the working capital needed until revenue arrives. The order matters because the second budget frequently reveals that the first is incomplete, since equipment that cannot be commissioned without a facility upgrade is not yet capital deployed in an operating enterprise. Record leased items at the payments actually made rather than at the ownership value of the asset.

Add current government application charges, professional preparation and family travel outside the commercial schedule entirely. A capital-intensive operation carries its own proportionality analysis, and no equipment total converts into eligibility on its own.
