Are lease payments an L-1A government fee?

THE DIRECT ANSWER

No. Rent, deposits and fit-out are business expenses. Government petition charges, professional preparation, dependent procedures and optional premium processing belong in a separate immigration budget.

Recognize the commercial exposure

A new-office plan should explain realistic premises costs and how the company will fund operations. L-1A has no universal rent or investment amount that guarantees eligibility. Review lease obligations and contingencies with appropriate advisers before signing, then check current immigration fees for the chosen route.

Spending more on an office does not resolve a weak managerial role or missing qualifying corporate relationship. Rent is a business cost and forms no part of any government charge, but the commercial exposure it creates deserves recognition in planning. A lease commits the company for a term, often with a personal guarantee where the entity is new, and that obligation continues whether or not any application succeeds.

Establish what the commitment actually is: the term, the total payable across it, any deposit, whether the obligation can be assigned or terminated, and who has guaranteed it. Then decide how much of that exposure the business is willing to take before the position is clearer, and whether a shorter or more flexible arrangement would serve. Verify government charges separately against the actual petitioner and filing type, including any supplemental fee whose application depends on the employer's characteristics.
