Which identity records matter before planning a TN file?

THE SHORT ANSWER

Before assembling employer evidence, distinguish the documents proving citizenship from those showing Canadian residence. A Canadian permanent resident may hold citizenship that leads to a different analysis. The objective is to establish the person’s present position accurately, without treating anticipated citizenship as an already completed step.

01

Separate identity from immigration residence

Create an inventory of current passports, citizenship evidence and Canadian status documents. Record expiration dates and differences in names for discussion. These documents have different functions; a permanent resident card should not be labelled citizenship proof. Keep sensitive identity material out of the initial public enquiry form.

02

Resolve names through genuine records

If employment or educational papers use an earlier name, identify the document explaining the change. Preserve both the original record and the connecting evidence. Do not edit an academic certificate or employer document to make its name visually match a passport. Ask the relevant authority or adviser how discrepancies should be documented.

03

Describe future milestones conditionally

A pending Canadian citizenship process belongs in a planning note, not in the list of current qualifications. A reviewer may examine possible later options while assessing what is available today. Keep proposed employer dates separate from uncertain citizenship milestones, and do not present a future passport as existing evidence.

04

Check each document for what it cannot establish

Reading a bundle for what it proves is only half the exercise; the more useful pass asks what each document is silent on. A permanent resident card establishes status in Canada and is silent on nationality. A passport establishes nationality and is silent on professional qualification. A degree certificate establishes an award and is silent on the field's connection to a proposed role. A professional body membership establishes standing in a profession and is silent on academic level. Setting the silences out explicitly prevents a thick file from creating an impression that no individual document supports, which is the specific failure this kind of case tends to produce.

05

Fix the name discrepancies before anyone else finds them

Name variation across documents is ordinary and becomes a problem only when it is left unexplained. Compare the exact spelling, ordering and completeness of the name on every record: passport, citizenship or residence document, academic transcripts, professional registration and employment records. Differences arise legitimately through marriage, transliteration from another script, the treatment of compound surnames, and administrative practice at institutions decades ago. For each difference, obtain the document that connects the two forms, such as a marriage certificate or a change-of-name record, or a letter from the issuing institution confirming the person is the same. Doing this early is inexpensive; doing it under time pressure, from another country, is not.

06

Record where each original is held

A file that lists documents without recording where the originals live creates avoidable delay at exactly the wrong moment. For each item, note whether the original is held by the applicant, retained by an institution, stored with a family member, or lost. Where an original is abroad, record who could retrieve it and how long that has taken before. Where only a copy exists, establish whether a certified copy can be obtained and from whom. This is administrative rather than legal work, and it consistently saves more time than it costs, because the request that has to be made under pressure is almost always the one nobody had located in advance.
