Can I rely on an old Gold Card quote when preparing to pay?

THE DIRECT ANSWER

Reconcile the quote with current official charges, the actual participant list and the agreed professional scope before payment.

Separate contractual and government questions

Ask the provider to explain its own pricing terms and counsel to confirm the applicable government instructions. A historical quote does not itself establish a government fee lock or contribution entitlement. Check the verified destination and purpose of the payment as well as the amount, particularly if instructions have changed.

Repricing is the wrong first move when a quote no longer matches reality. Establish which component moved — the provider’s own professional charge, the nonrefundable processing fee, or the gift payable by the applicant to the Department of Commerce, deposited in a separate Treasury fund — because they are governed by different things and only one of them is contractual between you and your adviser. Have the provider explain its pricing terms in writing, and have counsel confirm the current official instructions, including the verified destination and purpose of any payment rather than its size alone.

Hypothetical example: a sports-facility operations owner holds a proposal prepared months earlier and finds the professional scope now excludes work the family had assumed was included, which is a contract question and not a programme question. No historical quote creates a locked government charge or an entitlement to contribute on superseded terms.
