Does Gold Card directly grant U.S. citizenship?

THE DIRECT ANSWER

The official programme describes lawful permanent residence through existing immigrant classifications, not automatic citizenship in exchange for a gift.

Ask for the correct legal description

Have counsel identify the status the application seeks and the remaining conditions. If a proposal promises a passport, require its author to explain and correct the claim. Future naturalisation involves a separate legal assessment; this guide does not promise eligibility, timing or an outcome for that later process.

Read the boundary of the claim rather than its centre. The programme is described as leading to lawful permanent resident status through EB-1 or EB-2 as determined by the authorities and subject to availability, which means the classification’s own requirements continue to apply and are not displaced by a contribution. Citizenship is a separate later question with separate conditions, and permanent residence is not a passport.

Hypothetical example: a telehealth platform founder is told that participation removes any need to establish qualifications, and asks the adviser to identify the classification proposed and the criteria it requires; the answer is the part of the proposal that was missing. Ability to pay never establishes eligibility, admissibility or approval, and no adviser can promise a decision. Have counsel state the proposed classification in writing, together with the criteria that remain to be satisfied under it and by whom.
