Why can a layered corporate structure cost more to prepare?

THE DIRECT ANSWER

Additional entities may require more document collection, translation and legal analysis of ownership and control. Those professional costs are separate from government filing charges and the cost of acquiring or capitalizing a subsidiary.

Quote the whole chain

Show the actual structure before requesting a scope and ask whether review of intermediate entities and governance restrictions is included. Current government charges depend on the petitioner and filing type, not merely the number of boxes on the chart. Budget dependent procedures and optional premium processing separately.

Paying for incorporation or a corporate diagram is not payment for a complete L-1A assessment. Price the work in the order it will be done and ask for the quotation to be staged accordingly. The first stage is the ownership and control analysis, whose cost scales with the number of entities and jurisdictions rather than with the seniority of the transferee.

The second is the employment history review. The third is the petition itself, with government charges determined by the petitioner and filing type. Staging has a practical benefit: if the chain fails at the first stage, the later stages have not been incurred.

Ask explicitly whether review of intermediate entities, governance restrictions and foreign-language records sits inside or outside the first stage, since those are the items most often treated as extras. Dependent procedures and any optional premium service are separate again and should be listed as such rather than folded into a single figure.
